The Basel Convention Coordinating Centre for the African Region (BCCC-Africa), will soon commence a project on the Inventory of Plastic Waste in Nigeria, under the Small Grants Programme (SGP) on Plastic Wastes of the Basel Convention.

The Basel Convention Coordinating Centre for the African Region (BCCC-Africa), will soon commence a project on the Inventory of Plastic Waste in Nigeria, under the Small Grants Programme (SGP) on Plastic Wastes of the Basel Convention.

The Project is divided into 2 components with the following objectives:

Component 1: To provide reliable inventory data on local plastic waste generation rates and plastic waste trade (import/export) for the enhancement of ESM and control of TBM of plastic wastes.
The inventory component will apply a methodology already developed in a previous project implemented by the Secretariat of the Basel, Rotterdam and Stockholm Convention (BRS Secretariat) in Ghana. Essentially, the method involves the collection of national primary and secondary data within the lifecycle of plastics and plastic waste, and incorporating these into the material flow analysis of the plastic materials, for computing the final inventory of plastic wastes. Imports and exports profiles of plastic wastes will also be inventoried.

Component 2: Establish database of local stakeholders involved in the lifecycle of plastic management in Nigeria with a view to contributing to effective control of transboundary movement, ESM and tackling of sources of plastic waste.

For the purpose of executing this project that is envisaged to last for 12 months, the BCCC-Africa seeks to engage the services of two (2) project consultants for the Plastics Waste Inventory Component and one (1) project consultant for the Stakeholder Mapping component.

Required Qualifications:
(i) A first degree in a science or environment-related discipline from a recognized university.
(ii) Possession of a relevant higher degree is desirable.
(iii) Minimum of five years post-graduation experience with projectsrelated to environmental management.
(iv) Working knowledge of the Basel Convention.
(v) Experience with projects related to waste management in Nigeria, especially plastic waste management.
(vi) Very good communication skills, involving project report writing, speaking and presentations.
(vii) Good skills for interaction with public and private sector officials in Nigeria.

Expected Duties of the Consultants (Component 1)
The consultants will be expected to:
(ii) Familiarize with and develop expertise on the use of the inventory methodologies to be deployed for the project,
(ii) Hold regular meetings online and physically with BCCC-Nigeria staff and other persons, as relevant to the project execution,
(iii) Collect primary and secondary field data required for the inventory from public and private sector sources, and publicly available sources,
(iv) Compute the inventory outputs and discuss the results in draft and final reports,
(v) Contribute to the production of the interim and final activities reports of the project to the BRS Secretariat.
(vi) Provide other general support to BCCC-Africa as may be required for the smooth logistics of executing the project.

Expected Duties of the Consultant (Component 2)
The consultant is expected to:
(i) Identify and gather information on all local stakeholders in the lifecycle of plastic management in Nigeria i.e Manufacturers Association of Nigeria (MAN), Recyclers, Waste Management Authorities etc

(ii) Develop a suitable database for the enumeration of all stakeholders in the life cycle of Plastics management in Nigeria.

(iii) Produce a hard-copy list of stakeholders in their various categories.

(iv) Support in the development of a web-based platform for documenting the list of stakeholders

(v) Develop tools for collection of data (online and offline)

(vi) Assist BCCC-Africa in publicizing the Stakeholder Mapping project

(vii) Hold regular meetings online and physically with BCCC-Nigeria staff and other persons, as relevant to the project execution,

(viii) Contribute to the production of the interim and final activities reports of the project to the BRS Secretariat.

(ix) Provide other general support to BCCC-Africa as may be required for the smooth execution the project.

Consultant’s Honorarium
BCCC-Africa will discuss the honorarium and terms of payment with the selected consultants.
