Context: The project ‘Marine litter and micro-plastics: promoting the environmentally sound management of plastic waste and achieving the prevention and minimization of the generation of plastic waste’ (BRS-Norad-1),is financed by the Norwegian Agency for Development Cooperation (Norad). The projectseeks to prevent and significantly reduce marine litter and micro-plastics by strengthening capacity in Ghana. It is being implemented by the Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) in close collaboration with Ghana’s Ministry of Environment, Science, Technology & Innovation (MESTI) and the Basel Convention Coordinating Centre for Training and Technology Transfer for the African Region, Nigeria (BCCC Nigeria). MESTI and BCCC-Nigeria aresupporting the implementation of a series of pilots in Ghana under this project.

In the context of the pilot on Water Vending Machines, an entity is needed to produce/procure, deliver and install vending machines that are capable of dispensing potable water in 2 locations in Ghana. The entity will also provide related advisory and operational services during the implementation of the pilot project, including outreach efforts and a promotion event. The machines must be capable of purifying water to meet the local drinking quality standards. Upon preliminary identification of the entity, BCCC-Nigeria, MESTI, the BRS Secretariatand the identified entity will discuss the modalities in further detail.

Description of services to be rendered: The selected entity will undertake and provide the following activities andservices under the supervision of MESTIand in close collaboration and consultation with the BRS Secretariat, MESTI and other relevant partners:

1. Produce and deliver 2 water vending machines, including spare parts for maintenance and repairs,capable of purifying and dispensing potable water meeting the drinking quality standards in 2 locations in Ghana
2. Installthe water vending machines at two locations to be specified in Ghana.
3. Organize and implement promotional activities on a regular basis, including by having a personnel at the water vending machines on a regular basis to explain how it works, animate potential customers, hand our brochures and posters etc.
4. Undertake a laboratory testing to certify that the water from the machines meets relevant regulatory standards.
5. Provide advisoryand operationalservices throughout the testing of the water vending machines, such as the provision of training in its operation, advice on maintenance and troubleshooting etc.

Maximum budget: USD 12, 865

Expected duration: 1 October 2022 – 31March 2023, i.e. six (6) months from the end of installation and beginning of operations of the vending machines.

Selection criteria:

• The selected entity must be a registered Ghanaian company, with majority Ghanaian ownership. The entity could also be a partnership with a non-Ghanaian entity.
• Must possess capacity and infrastructure for the production and operation the water vending machinesmeeting the above criteria
• Quoted cost of the proposed goods and services, including potential in-kind contributions

Required documentation:

• Overview (max. 1 page) of the entity’s portfolio/activities, capacity etc.
• Brief (max. 1 page) document providing an outline how the requested support will be rendered
• Proposed budget for the requested support, including, if applicable, in-kind contributions
• Documentation providing background information on the entity, including legal status, as well as relevant specifications of the water vending machines
