Context: The project ‘Marine litter and microplastics: promoting the environmentally sound management of plastic waste and achieving the prevention and minimization of the generation of plastic waste’ (BRS-Norad-1), financed by the Norwegian Agency for Development Cooperation (Norad), seeks to prevent and significantly reduce marine litter and microplastics by strengthening capacity in Ghana. It is being implemented by the Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) in close collaboration with Ghana’s Ministry of Environment, Science, Technology & Innovation (MESTI) and the Basel Convention Coordinating Centre for Training and Technology Transfer for the African Region, Nigeria (BCCC Nigeria). BCCC-Nigeria is supporting the implementation of a series of pilots in Ghana under this project. In this context, the sale of edible/compostable packaging will be tested in various restaurants/shops in Ghana. An entity is needed to produce and ship the edible and compostable packaging and provide related advisory services during the implementation of the pilot. Upon preliminary identification of the entity, BCCC-Nigeria, MESTI, the BRS Secretariat and the identified entity will discuss the modalities in further detail.

 

Description of services to be rendered: The selected entity will undertake the following activities/provide the following services under the supervision of BCCC-Nigeria and in close collaboration and consultation with the BRS Secretariat, MESTI and other relevant partners:

  1. Produce approximately 7,000 units of edible/compostable packaging, such as for the storage of take-away food, sauces, beverages etc.
  2. Ship the edible/compostable packaging to a location to be specified in Ghana.
  3. Provide substantive support in the organization of a launch/promotion event.
  4. Provide advisory services throughout the testing of the sale of the packaging, such as related to the organization of a launch/promotion event, development of information material, handling of the packaging etc.

Maximum budget: 10,750 USD

Expected duration: 15 July 2021 – 15 January 2022

Selection criteria:

  • Experience in the implementation of similar activities
  • Track record of successful delivery of similar activities
  • Capacity/infrastructure to produce edible/compostable packaging
  • Proof of relevant certifications (e.g. related to the biodegradability of the packaging and proving that it meets authoritative sanitary and safety standards)
  • Quoted cost of the proposed goods and services, including potential in-kind contributions

Required documentation:

  • Overview (max. 1 page) of relevant activities undertaken by the entity in the past and explanation of how the entity has the required expertise/resources/infrastructure to provide the requested support.
  • Brief (max. 1 page) document providing an outline how the requested support will be rendered
  • Proposed budget for the requested support, including, if applicable, in-kind contributions
  • Documentation providing background information on the entity, including legal status, as well as relevant certifications (e.g. related to the biodegradability of the packaging)
